I think it's pretty much a nonsense, and this player is frankly
whinging about mechanics when he should be focusing on in-game
enjoyment. The success now vs success later element of Torg is a
feature, not a flaw: an intentional part of the design.
Before going changing the game, I'd make a few suggestions to
the player, suggesting he consider:
1. His style of play. Is he putting himself in harm
unnecessarily, leading to PPoing expense.
2. His use of cards, including approved actions and trading. You
don't need to spend lots of Ppoints if you're gathering lots of
cards.
3. Look at Winston's suggestion that Act rewards only recover
spent ppoints (although you may want to reconsider adventure
awards as a result).
Torg does focus very much on character advancement. It costs
very little to raise a skill, and in just 3 or 4 adventures a
player could have doubled the number of skill points they have.
An extra +1 is very significant in Torg. And in my campaign, a
sharpshooter with +7 never ever ever missed.
