Skills are advanced mostly by skill points after the game.
If someone really wants to hold onto those few PPs given out for the Acts for later skill advancement, then they still can. But it's going to take awhile to really do so.
Or did you go one step further and disallow PPs to be used on character advancement? (essentially 2 pools- PP/skill)
That would also seem possible.
Nobody will ever feel that advancement is hindered by spending PPs...
And there is a built in system of Act rewards to replenish PPs.
