Certainly.
But remember that these rule changes were suggested because in Torg spending PPs from the pool in game reduces later character advancement.
These changes are attempts to take away the indecision of spend now vs. advancement later.
Knowing or not knowing what the future payouts will be doesn't alter that PPs spent in game will be unavailable later for character advancement.
As I said before I think that that PPs must do double duty in not such a good design. Not game breaking, but it can be designed around.
My suggestion was one such idea.

Excellent play can be rewarded in the Adventure awards with a role-playing bonus of PPs. It need not be part of the Act awards.
Again, as I said I usually envisaged a particular final award for my adventure. I think the example was like 8-11.
8 would be the basic payout.
The additional 3 PP could be earned for role-playing, good planning, drawing pictures, buying the GM a beer, etc...
