Hero (the rpg system formerly known as Champions) is an
excellent toolkit that I've found can be used as a neutral
mechanism to balance other games, if you can just figure out the
right conversions as you suggest. So that's the route I'd be
inclined to go down.

Gameplay-wise I prefer Torg, but Champion's effects-based
structure is of unsurpassed elegance. As for mechanics, now
there's a debate there. I'd argue that Hero is way simpler in
terms of game mechanics... it's just getting to the point of
being able to play that takes time!
