I started something like this when I was running SZ and WEG was pretty dead....it was going fairly well, though I never completed it. I had several things I did I wanted to drop and many things I wanted to add. I pulled from GURPS, Hero, M&M, and a few others....

Some of the things I did were....

Attributes started at 8, and every point more you wanted it cost a bit more...so a 9 would cost X points, 10 would cost X^2 or X*2, 11 X^3 or X*3, blah blah blah....attributes going down could be used to purchase points, though at a certain level you'd have to take disadvantages. I forget the exact formula I used, but attributes (even starting attributes) weren't raised 1 for 1...if you had a 13 in a stat, well you weren't going to have others alot lower. 

Skills didn't have a heavy "starting cost" it was 1 or 2 points to start a skill based on trained or untrained. 

Adv & Comp were there. 

Certain skills cost triple and called Adv skills. You had to have the Adv (or Comp) to have the skill. Training was possible, but not likely.

There were genre levels for the points. TORG a heroic game would have alot more starting points, than say Shatterzone or Bloodshadows which were darker and fewer points.

*ponder* Adv - Comp rules such as Fame-Infamy. If you had a high enough level of Fame, you'd automatically have a lower level of Infamy. After all if you are very well liked, you will draw hatred of some. And the reverse is true too. If your are hated by alot....there will be those that will follow you.

There was more, but with TORG 2.0 on the horizon, somewhere, I decided to quit.

I believe it could work, but it'll take alot of work. You'll need to look at those other point systems, specifically at the holes in the system so you don't duplicate them.
