[Torg] random car chase generator

The rules on the page are for a different game system but the
basic concept is exportable to Torg and other games; it's a
webpage which randomly comes up with travel directions (straight,
turns, etc), street type, traffic levels and obstacles (potholes,
pedestrians, etc) for car chases.
