[Torg] DV of moving vehicle?

Since for every action there is an equal and opposite reaction, if a moving
vehicle hits a wall, does the wall inflict Speed+Weight DV's of damage on
the car?  Or do you add Speed + Weight and assign half of that to the wall
and half to the vehicle?
