It depends on the nature of the explosive. The rules we have for
figuring that out assume that you start with something like dynamite
or plastique, for which we have starting blast radius values for
a set amount of the explosive. As you increase the amount of
explosive used, the DV and blast radius values go up.

(We actually have two sets of rules, one in the Kanawa Personal
Weapons catalog and one in the R&E. I modified the rules in the R&E
to make better use of Torg's logarithmic scale than the KPW rules
did.)

If you're not working with something like dynamite of plastique,
about the only options are to make up blast radius values yourself or
look at written up explosives with a similar DV and borrow their
blast radius values. For example, a number of the exploding shells and
torpedoes in the Kanawa Heavy Weapons Catalog that have a DV of 30
all have the same blast radius values (0-5/15/40) so you'd probably
be okay using those values for your explosion. (DV is reduced by three
at medium blast range and by five at long blast range.)

The rules don't concern themselves with blast effects beyond long range.
Sometimes it seems a bit odd that a character at 40 meters takes DV-5
damage but a character at 45 meters takes nothing so you might want to
extend it further by extrapolating beyond long blast range. My rule of
thumb is generally for each +1 range value the damage modifier doubles
so it'd be -10 out to 60 meters, -20 out to 100 meters and -30 (so DV 0
in our example case) beyond that.
