If a self sacrificing soldier who is standing right next to the bad guy he
wants to eliminate grabs a grenade and pulls the pin setting it off, how is
the Damage Value of the blast determined?  Does the bad guy get a chance to
dodge the AoE damage effect?

The DV listed for a grenade is 22 - does the player still get to roll, and
possibly add (or subtract) the bonus number to the DV?  If  one is using the

Would one add in one's skill to the DV?  What are the official answers?

The main question is, is there always a Bonus Number component in
determining the DV, or do the rules instruct us to in any cases apply the DV
with no roll or BN?
