I would put this under GM's call. Myself I would let the
self-sacrificing soldier come up with an appropriate manuever of
trying to make sure the blast is aimed at the other person.. and the
other person the ability to try and 'dodge' some of the effects. In
the case where there is no way the person could dodge (doesn't know)
etc... I would just use the base effect.
