There is no dodging of area effect attacks, if you are within the
blast radius you get hit. The bad guy's only hope would be to have
initiative over the soldier so that he could either run as far away
as possible, perhaps escaping the blast radius, or to take cover
behind something which would offer protection from the blast effects.
But if the soldier has initiative over the bad guy and is standing
right next to him, they'll both take the full effect of the explosion.

Because it is point-blank range the minimum bonus number is +1 so
even if the soldier rolls poorly he will still do at least DV 23.

Jasyn will have to provide an official answer for this one but I would
assume that since no attack total is being generated, just a damage
value, you would not add skill adds to either the damage value or
their Toughness values.

I would roll the die. If the soldier is blowing himself up he deserves
a chance to do extra damage to the bad guy.
