What if the soldier has some kind of suit on that protects him completely
from the blast?
What I really want to know is if a player initiates an AoE explosion,
whether or not he can be harmed by the blast (which I imagine does not
impact the question), I am still confused - does the player ordinarily
generate a Bonus Number to apply to effect (positive or negative) when no to
hit check is needed (because the AoE guarantees a hit)?
I am not asking what would any particular GM do, what I am asking is do the
rules cover this and what do they say to do? Is it a valid assumption that
the normal rules regarding making combat rolls continue to be followed, even
if hitting the target is not in doubt, one would still follow the Torg rules
for generating action and effect values, even if you do not care what the
action value is?
That's what I seem to be seeing in the rules, is that in fact the correct
interpretation of the rules in this context?
