[Torg] Another explosives question (full inquiry)

As a side to the above, were there any guidelines or rules about what actions are possible or what distances are movable depending on initiative differences?

Here are some for examples:
A 1 point difference allows only a simple action.
A 2 point difference allows 1 action.
A 3 point difference allows a multi-action of 2 actions.
A 4 point difference allows a multi-action of 3 actions.
etc.

For every 1 points of initiative difference allows 5m of movement.

Especially in the above case of the explosion it would be really cinematic to be able to dive for cover or do something before the bomb went off.
