[Torg] Close only counts in hand grenades and, wait...

Something that winstoninabox's question reminded me of that bothers me from
time to time... The rules for throwing grenades, near as I can tell, operate
under the assumption that you're trying to actually *hit* somebody with a
grenade. What if your target is "that bit of ground right there"? Example
scenario:

Player: Okay, I want to throw my grenade into the middle of that group of
Gospog.

GM: Sorry, you can't do that. None of them are standing in the center. You
have to target one of the Gospog.

Player: Huh?

To generalize the question, is there some rule I missed for determining the
DN of hitting a passive/inanimate target?
