With normal AoE attacks like grenades I think you would still use it
since you must first try to land the grenade near your target; adding
the skill adds to the DV represents the attacker's ability to land it
closer on target while adding the skill adds to TOU represents the
defender's ability to move away from where the grenade is landing.

In the case of the detonating superhero I suppose it could still
apply. The hero will want to position himself as close as possible to
the target while the target will be trying to stay away from the
hero so their respective skills at doing those things could have an
effect on the DV.

Offensively you should always generate a bonus number. For the defender,
with grenades and the like an active defense will improve the chance of
a miss which will invoke the scatter rules and it could result in the
grenade going off nowhere near the defending character, possibly
reducing the amount of damage he takes.

For defending against the exploding superhero, again assuming that he's
going to try and position himself near the target then the target should
be able to actively defend by making himself more difficult to get close
to - Dodge is probably not an appropriate skill for that but Maneuver
might work. Successfully defending against the exploding superhero
probably shouldn't mean avoiding the attack entirely (unless the blast
radius is fairly small) but if the DV drops off over range it might
allow the target to move far enough away to reduce the DV slightly and
if there's any cover nearby it could indicate that he successfully got
behind it which will reduce the DV even further.
