It's a lousy game fudge that was introduced to allow an
unplayable NPC race to become PCs. A fundamental flaw of Torg I
feel - any game that needs one rule for PCs and another for NPCs
has got something wrong imo.

Personally, I'd scrap it. And if you want to let players be
tharkoldu, then you're just like a D&D DM letting players be
Dragons. On your head be it.... :-)
