It's just the PC Tharkoldu who have packages. The in-game rationale
is that a PC Tharkoldu is fighting against the very nature of Tharkold
by breaking away from the rest of his kind and so it costs him. In
the sourcebook it notes that if a PC Tharkoldu ever fails to pay his
adventure cost then he immediately becomes an NPC because he's fallen
back into his old ways and rejoined his kind.
