I guess I never got around to properly reviewing it on the list. It's
a post "Wars' End" module WEG put out alongside the R&E that was
supposed to be a lead-in for a series of modules relaunching the game
leading up to v2.0.

The overall storyline is that the PCs stumble onto the initial move by
a mysterious new master villain to eliminate part of Washington DC just
as the US government is moving back there. Getting there involves
stopping a minor assassination attempt, breaking up a tussle between
some Nile pulp villains before it washes over a government publicity
stunt, racing a hurricane and some bad guys who basically come out of
nowhere to recover a laptop with some vital software, then delivering
said laptop to a scientist who needs it to decipher some data which lets
the heroes pick up on the bad guy's lieutenant heading to Washington DC
to wreak some havoc. It ends with a big fight against the lieutenant and
the giant Land Below monster he's riding.
