Sorry, I am stumped on how to explain this differently or better to you. I
think I will wait and hope that someone else can step in and assist in that
effort - I have run out of ideas. :(
I will hope someone will be better able to explain this than I am currently
- but I will keep thinking on it. The trouble is, I would have to come up
with a line of reasoning even more clear than what I have already provided,
and those were so simple, direct, and clear that I am not sure that is even
possible.
Of course, I won't be going totally dark - Travis, if you suddenly get a
thought and glimpse what I am (apparently badly) trying to say, shout out -
I will still be reading posts.

You are conflating two questions.
Why does he land shorter than the other guy?
No idea, as we don't have the guy's schtick defined. In some cases, this is
an implausibility.
Is he being punished by having the power?
No. His abilities have only been improved by the power, hence no punishment.
Why punish him?
Can't be answered, due to the previous answer.
