Hehehe, well there's that to a degree. But as it happens this a GM failure, not a rules failure. HERO explicitly requires that every power be allocated a "Special Effect", which in this case is Fire. Lighting up stuff in a room should be considered a freebie side effect of the SFX of "Fire", just as someone with SFX of "Electricity" can turn their energy blast into an area of effect simply by making sure they fight in a room filled with water.
In the same way, I'd be prepared to rule that a side effect of the SFX of Superspeed is that the character can jump 5m or so - whatever the maximum result from a jumping push might be. Anything more than that is superleaping though.
