[Torg] Putting the War into the Possibility Wars

When I ran my campaign I did bump up the "war" aspects a fair bit, as well as enhancing what I thought was the "realism" level (whilst retaining the overall cinematic feel). However, I didn't emphasise things like streams of refugees, partly because of the setting being 3 months after the war began, when I felt like a lot of those things had been done. The last adventure I ran was based around Vancouver, which had been turned into a combined forces military base for US and Canada, with the civilian population largely evacuated. One of the main themes was the requirement for the PCs to earn the trust of the military so that they could do their p-rated thing.

But while the background was perhaps a bit grimmer in many cases, the adventure styles were very much vanilla Torg. I felt that provided an interesting juxtaposition between high adventure of the heroes and the rather grim life of those left behind.

Howdy everyone.  I've just started a new TORG campaign from the beginning,
and we're just about done with "Before the Dawn."  It's been a
lot of fun (especially after I added an act in the Land Below when the
Incredible Digging Machine (tm) broke down in Merretika.)

What I'm looking for now is some advice on the campaign to come.  I'd
like to focus more on the War aspect of all of this.  I mean, there have to be a
lot of conflicts around the borders of the various realms, refugee columns
leaving contested areas, and things of that nature.

Have you ever put similar themes into your games, and how did that work out?
