I had thought that WEG gave an official answer in Infiniverse but I am
unable to find one. Based on what I put in the R&E, which unfortunately
does not directly address the question, I think that both the process
of impressing the spell effect and the release of the spell effect would
be contradictory effects for our TK mage. So he would make a 4-case
check if he casts the spell in Tharkold and another 4-case if he
releases it in Tharkold.

(I'm basing this off of the R&E saying that a disconnected mage in a
reality which does not support impressed magic cannot impress any new 
spells nor can he release any spells that he had previously impressed.)

Correct, as long as he makes his contradiction check the spell will be
cast.
