Yes. The fact that a creature doesn't exist naturally doesnt
preclude a conjuration pattern bringing it into existence.

Well, a lot of the detail doesnt really matter, and magic is a
fluid thing that doesn't require exact rules. Because the dragon
isn't a "real" living creature, I would be inclined to design it
as Conjuration Metal, mechanism Life, result Elemental or
Enchanted.

Could or should! But there's a number of paths you could use.

Fine, but how would you get the memchip into the cyber-dragon?!
You'd still have to plug it in, and if the dragon isn't friendly
then I wouldnt want to be the one doing this!

Good for what?! If you make the duration equal to the normal
gestation period of the animal, it becomes a permanent
conjuration. However, as a creature that doesn't actually exist
it'd be a GM's call whether this could be used to create a new
species of dragon. In any case, I'd imagine gestation period of
dragons to potentially be quite lengthy.

Can't really have two different durations. The spell could be
designed as 1 month duration, but that the spell ends if the
dragon isn't mission bound within an hour - but the duration is
still full length, it's just that the spell has a kind of
fail-safe built in.
