The wizard using the phaser is a 4 case in a Dominant and Mixed zone.
It would require him to put up a reality bubble in a Pure zone.

In the standard rules, I think there are no other downsides than he
probably has a high reconnection number but no bonus/penalty on it.
House rules vary on it.
