I look at it as Phil says it with the following caveats.. every one of
those internal struggles are 'moments of crisis', but ones that would
best effect many people's lives (beyond say just a beings personal
world) become 'moments of Crisis', with some rare events that are
within some 'higher' beings view MOMENTS OF CRISIS which causes the
spark. I figure that the multiverse is rather chaotic in choosing when
those moments are .. Joe the Firefighter might have risked his life
hundreds of times, saved thousands of kids, moms, etc and never
sparked. His partner Jim did it on the 3rd fire when saving a kitty
and a dolly for a little girl. The reason for it is outside of
anything that Jim or Joe know about.. maybe that little girl will go
on to become some great hero 30 years from now because she was
inspired by Jim coming out of that fire looking like the Archangel
Gabriel himself when she had lost all hope that her little kitty would
live. Or it could be that the spirit of Coyote saw Jim and didnt see
Joe rescueing her parents. Or it could be that Joe will now feel more
and more anger that this whelp of a kid has gone on to be a
'super-hero' to the town that Joe becomes an arsonist thus furthering
Jim's story/legend later on.

Actually I think thats it.. its more about what makes the better
legend, inspiration of hope to the future than anything else. The high
lords try to turn the story opposite.. what will destroy dreams,
provoke apathy, etc.
