I've always attributed Aysle's higher attribute limits to the Law
of Magic, though that goes back to my earliest interpretations of the
Ayslish attribute packages being due to the WL. WEG's later ruling
that the packages were axiomatic in nature messed that up (are the
higher limits also axiomatic?) but I've never had an Ayslish PC with an
unenhanced attribute over 13 so I didn't have to think about it much.

Where's the fun in that? :)

A problem though is that we find six different sets of "average"
stats for humans in Aysle, so which one would you use to set the
limit values for humans?

I don't understand the question, how are P-Rated NPC giants
treated differently from PC giants?
