No, NPC giants (and elves for that matter) get stuck with packages
just like the PCs.

Now techno-demons, there's a case where PCs use packages while
NPCs just get high stats. It has a flimsy justification of the
packages as being 'punishment' from the LoDomination for violating
the natural order by living outside the Tharkoldu chain of domination.
