No, that was me not thinking things through properly. If the purpose of the spell was to send a message from X to Y instantaneously, True Knowledge could certainly do that. But the issue is trying to cast a Ward spell at tremendous range, so you're right, there's no short cut to creating that effect - which is what makes it such an expensive spell.
Re: applying bonus to two values, I don't actually have a problem with this. Either split the bonus in two, or apply a OoM penalty.

Good answer :) I still think, intuitively, its better described as an apportation, but that's just one of the vaguaries of Torgian magic!
