This was actually covered in the original rulebook:

"Manipulation lists the additional arcane knowledges or levels of skill
that are necessary to manipulate and modify the spell. Should a
spell need additional skills or knowledges to cast, the body of the
description tells you what else is needed to cast the spell." (p116,
emphasis added)

But by the time of the Aysle SB they'd apparently changed their minds
and there's no mention of limiting a spell by requiring the caster to
possess more than just the pattern magic skill.
