This is a very good example IMVHO of how to describe the power of PE
in action. Other games have mechanisms for making better die rolls but
in Torg I think you should emphasize with the players on the fact that
they are distorting reality, bending it to their will (even on a small
level).
Such lively examples like the one with the bullet provide for a much
better gameplay and experience than just saying ok "you're lucky, your
shot finally made it." I think it's much better saying "Realising that
your shot is going to miss, your attention is suddenly magnified, you
seem to focus on the bullet seeing it fly towards your target and
after concentrating for a time that seems an eternity (a micro-second
in reality, you see it curve towards your target finally hitting it".
It gives a special touch to PE, it's not just a game technique, it
improves the gaming experience by having a more graphical effect that
is "cool".
Another example could be also learning skill adds. Learning skill adds
is a process that takes months (or years) for Ords. For P-rated, you
could describe it as a flash of information, images, films that the
character suddenly experiences when he spends Possibilities. He uses
PE for direct access to knowledge.
Final example, using Possibilities for reducing damage : tell the
player he sees his wound regenerate incredibly fast just after he gets
hit and has spent a Possibility.
You can have a nice description for almost every use of PE. It is very
useful in making Torg unique.
Just my own humble opinion,
