I think many Torg games run a fine line between heroism and superheroism. For me, I like my Torg game to ride on the Heroism side of the scale, whereas I think what you describe falls - if only just - on the other side. E.g. In my game, I wouldn't allow any combination of cards or ppoints to allow a character to shoot someone who is wholly blocked, barring an incredible ricochet. However, I do agree that it would be a very visual way to describe the exercise of Penergy and will certainly suit some campaigns.
