We have always described possibility expenditure to reduce damage as causing
the attack to miss, or hit less well, like turning a direct hit that would
cause a wound into a glancing blow that only causes some shock points. This
is also our explanation for the "Stormtrooper Effect" where 5+ badguys who
have been described as very good marksmen, can't hit a dude 10 yards away.
It seems like the bad guys just aren't as good as everyone thinks, but in
reality, the dude (hero) just has a hell of a lot possibilities.
