[Torg] many on one

I might interpret the card different in a cosm where the LoDrama applied, where it might be appropriate for opponent fails to apply to all 20. But I might counter-act it with the reason for opponent failing to not be entirely beneficial to the character... think of the mudslide in Romancing the Stone, or Indy escaping from a plane crash by rubber life raft in the Temple of Doom, only to have it subsequently plunge over a waterfall.
