Heh...sneaky bastard. 
I might let that fly once, maybe twice....but after that, I would break up the rolls IF anyone had an opponent fails to 5 rolls for groups of 4 shocktoopers. Which, IMO, is much worse. After they experienced the pain of a few rounds of that, I'd have a 1-1 talk about situational card abuse. If they keep it up, which is valid, I'm going to change the situation so one card will do no good.
You want to pat 'em on the back for a creative solution, then twist the problem so the solution is no longer valid, but the situation is essentially the same. I'm constantly doing that in my campaign.

             i have a question thats kinda related to this one. the many one one action ........ i had a situation early on in my games mastering where a character purpously put himself in harms way of 20 nile shock troopers. on my turn i did the 20 troopers doing a many on one action by forming ranks of kneeling and standing and opening fire. the plan of the pc then became apparent, he had an opponent fails card. at the time i let him have his moment but is this technically legal? if the 20 troopers all fired individually he would have been wasted.
           had to ask as the question has been on my mind for over 15 years now!
