[Torg] Multi-Actions and skilled use...

I had thought that this was answered by WEG somewhere but I haven't been
able to find anything...SDF's suggestion of rolling again as normal for
the Fire Combat total but using just the 20 to determine the rock
throwing total seems like it would be the fairest approach.
