I had a player try something similar once. The card states "an
opponent's action" so I'm pretty sure my ruling then was that it
would stop one successful attack out of the group, not the entire
group attack. So if the result indicated that six of the Nile
shocktroopers hit, the card would reduce that to five who hit.
(Since five and six successes give the same damage bonus on the MoO,
playing the card in that situation would be useless. But if it
reduced five to four, that would drop the damage bonus down one
step so the player might consider that worthwhile.)
