If I were the GM, the contradictory miraculous effects would be
replaced by non-contradictory miraculous effects of a similar nature.
So similar in fact that they're the same miracles! The original versions
of Increased Strength and Increased Toughness in the Living Land
sourcebook are rated at Spirit 13. They have higher Difficulty Numbers
and lesser Ranges (Self rather than Touch) but otherwise work exactly
the same.
Of course those effects go away at the end of the Scene and then you'd
be left with a character that's essentially no better than a member of
the Race minus the cyberware and high tech toys (in other words,
essentially helpless), so I can see why piling on the cyberware might be
viewed as more satisfactory by the player. And the Everlaw of One is
known to translate functions in unusual fashions (the infamous 'tank to
stone tower' example in the original rulebook) so it's possible that
he could end up with cyberware instead of a miraculous effect.

I would go with this if you're going to replace Increased Strength with
cyber since it boosts actual Strength like the miracle does instead of
just the strength of one limb as option #2's cyberarm would do.
If you want to get him closer to the +10 the miracle was giving him,
I'd say that he could also have a modified Adrenal Booster which only
affects Strength, maybe call it a Steroid Injector or something like
that.

Uh, no, a Cyberarm +5 does STR+5 punching or crushing damage, it does
not do STR+10 damage.

That's what I would use.

It should be noted that this does not apply to the Shock Suppression
Booster, the SSB is constantly functioning and there's no danger of
Overdose as there would be with the other types of Boosters.
