I was looking around for some possible inspirations on how to approach the Greys in Space Gods. Then I remembered my Delta Green source materials (major supplement for Call of Cthulhu). If one wanted to put in some Orrorshan or Tharkoldu influence on the Greys/Those Who Wait, that would be ideal material. On the other hand, if one wanted to leave out the horror touch and keep it straight-up Space Gods flavor, you can make Those Who Wait either a client race of the Akashans, or a bio-constructed non-sentient race that houses an Akashan Monitor's brain for a long duration (oh, say, 500 years) and keeps the Monitor's mind alive, awake, and sane during that time, while the original host body is kept somewhere safe in stasis.
One alternate I've been thinking about is to make the Greys an enemy species, invaders from another cosm who are invading the Star Sphere cosm. When the Akashans, et al, return to Core Earth, the Greys come along as well. And the Greys, being superb psionicists, aren't fooled or caught by the Comaghaz virus. Perhaps, once the player character Storm Knights help bring down Sarila and her virus, the Greys then release their souped-up version, a new strain that is not centralized through one person but is instead fully and psionically distributed, like a true network.
[And, I'm partly ashamed to say, my fevered imagination has even conceived of a High Lord and Darkness Device for this new invader ... the High Lord is a non-corporeal, psionic energy being named Dave, and his Darkness Device is a smooth, featureless black rectangular prism, capable of many sizes while keeping its dimensions at a 1x4x9 ratio.] :)
