I could be wrong on this, as I don't have access to my books to cite chapter
and verse, but I believe the rationale was that Shrinking was
extraordinarily rare in Pulp stories, mostly relegated to plot devices like
the villain's "Honey I Shrunk the Kids" shrink ray. Basically the same
approach GURPS briefly took with advantages, basing the cost on rarity
rather than utility. Somewhat related to the (probably after the fact)
explanation that the reason Super-Attributes cost more than attribute
packages in other Cosms is that players have more freedom in how many points
they buy and how they're distributed.
