This is a great idea. I've managed to sucessfully create my own cards
with a combination of Photoshop, a color printer, a deck of regular
playing cards of similar size to the originals, card sleeves, and some of
the file resources available on Garret Taylor's old TORG website
(Torg-o-Maniacs: http://www.db.erau.edu/~taylorg/torg/). The sleeves
remove the need for messy glues or other adhesives, and allow the cards to
be recycled as necessary.

The challenge here would be to make sure that the relative distributions
of effects, approved actions, initiative and DSR lines are balanced
nicely. That is, making sure you have a good mix of Flurries,
Taunt/Imtimidate approved actions, Heroes, ABD, Complications, etc. A
good first step would be to go through the original deck and determine how
many of each aspect occurs, and use that as a guideline when adjusting the
proprotions to fit a particular cosm.

The other minor issue is with crossing cosms -- if a group plays one scene
in CE and then moves into NE, do they need to swap out all their in their
hands for new ones from the NE deck? Do subplots from one deck remain
active when another comes into play?

One other idea is to have a 'core' deck that is always used, and mix in a
'cosm' deck when in a particular cosm.

Anyway, I find this to be a really neat idea. I would pursue it myself, if
I had time and an active TORG group.
