[Torg]Skill levels for Grimoire spells

Yes, I did. I simply assume that the "rolls" are a flat 11, so that
spending a Possibility counts as a +8 bonus number (22). I may drop
that in the playtesting of the system being done for this iteration of
my campaign, but that's where I am now.
