The Drama Deck as it exists now is balanced for most things. If you
wanted to customize the decks for cosms, the easiest thing to do is
create a "200 series" of cards. If you wanted to have a separate deck
for each cosm and switch them for the appropriate number each time the
group moves to another cosm, that would work. But the simplest answer
is to have them say "Refer to appropriate cosm chart for the exact
card."
