Before going any further, elves must take one package and may choose
to have a second but that is the most they get, they cannot take three
packages (Aysle SB p133).

The standard elf dragon rider in the Aysle SB is built on 57 attribute
points (plus two packages), if we figure that a average dragon rider is
a bit more exceptional than the average elf on the street I'd say that
the average elf is probably built on the same 56 attributes of the
average human. So you could start with straight 8s for an elf just like
a human.

But because the average elf is going to be an Ord, for each attribute
package you apply you will need to limit another attribute to a maximum
of 7, which will free up a point to raise another attribute from 8 to 9.
(The standard elf dragon rider in the sourcebook has its limits on
Charisma and Spirit, the freed up points are shifted to Dexterity and
Perception.)

In my games the average elf only has one package so it has one base
attribute at 9, one at 7 and the rest at 8. Usually I put the 7 in
Toughness or Charisma and the 9 in either Dexterity, Perception or Mind.
For simplicity's sake I usually put all three points from the package
onto one attribute instead of spreading it around and most of the time
it goes onto the attribute that's a 9 so the average elf ends up with
one attribute at 12, one at 7 and the rest at 8.

My default is to put the 12 in Dexterity and the 7 in Toughness but
depending on the elf I'll move it around. For example, if it's an elf
soldier the PCs meet then I put the 7 in Charisma, if they go looking
for an elf scholar then the 12 is in Perception, etc etc.
