That'd be Pulse, described in Infiniverse Update #3. Pulse is not
actually in the GodNet, its cosm is apparently connected to the
GodNet like the Cyberpapacy and Kadandra. Pulse is described as
"pure information personified" but it's never actually stated that
it is a computer intelligence.

The Land Below is such a mess reality-wise. From just what is in the
supplement I would say that it was never intended for each domed world
to have different WLs, but someone at WEG must have thought it would
be more fun to mix things up. And as with so many other things they did
after the first couple years, they didn't care if it would actually fit
into the game's existing framework or not, they just ran with the idea
of same axioms with different WLs.
Personally I would say that each domed world is its own fringe reality,
the tunnels are just a thematic element connecting these domed worlds
with the caverns under the surface of Core Earth. So changing an axiom
in one domed world would not have an effect on any other domed world.
(Going with this interpretation I'd also allow that domed worlds could
have different axioms instead of insisting that they're all the same.)
