At a guess I'd say because it was only intended for determining the
effect of spells, and thus fatigue cost wasn't relevant. I suppose if
you wanted to, you could try to figure out some way to extend fatigue
costs, but personally I find the ability to keep reducing the fatigue
cost more useful. If you can get a high enough result (somewhere in
the 30 range, as I recall,) you can reduce the fatigue cost for a +6
push to zero. I'll take that over a +11 push with a fatigue cost of
20.
