[Torg] Possibility Spendiong

Howdy!

Actually, a character must spend a possibility point before knowing it is going to be blocked or not.  Once it is spent, another character spends a possibility point to block it.  Both characters end up spending (and wasting) their possibilities.  Those possibility points are gone, and are not retrievable.  In this way, two characters fighting each other can quickly cause each other to blow through most/all of their possibilities.  And, more importantly, a group of characters (Storm Knights!) can quickly and easily cause a major, lone villain to blow through possibilities, assuming all those characters team up together against the villain.

 Oh, that reminds me of a question we've had since the original rules, although the 1.5 rules don't seem to shed any additional life on it.

The rules say you can spend a possibility. However, someone countering seems to keep you from spending a possibility.

So can you:

a) give up a possibility, have it countered so you don't spend it, and not give up another possibility on that specific action? or

b) give up a possibility, have it countered, and give up again until you either choose not to, or manage to spend a possibility?
