[Torg] Possibility Spendiong

Here is how my group handles countering possibilities:

 

First of all, not ALL possibilities can be countered - possibilities that
reduce damage for example cannot be countered.  Only possibilities spent for
an additional roll can be countered.

 

I permit any PC or NPC with possibilities to have the option of spending a
possibility to negate the possibility spent by another PC or NPC.  The
decision to do so must be made before the roll occurs.  If a possibility
rated character gets their expenditure of a possibility negated, the
possibility they spent is still gone, and so is that of the character who
negated it.

 

If the character whose possibility was negated chooses to, he can spend
another possibility, which his opponent can again negate.  Ultimately, this
can go on until no character that wishes to block the use of possibilities
of that character remains with possibilities left to spend, or until either
character relents.

Oh, that reminds me of a question we've had since the original rules,
although the 1.5 rules don't seem to shed any additional life on it.

The rules say you can spend a possibility. However, someone countering seems
to keep you from spending a possibility.

So can you:

a) give up a possibility, have it countered so you don't spend it, and not
give up another possibility on that specific action? or

b) give up a possibility, have it countered, and give up again until you
either choose not to, or manage to spend a possibility?
