[Torg] Weird science question?

Does the Terra SB rule about how the DN of the skill check increase by 1 per booster still apply? The Terra SB refers to the DN of the System, but the examples on page 83 make it clear that the DN increase apply to any skill checks made as well.
Also, would the bonus (and presumably the shock value) change as Fred raised his Evidence Analysis adds, prior to getting enough for it to become useless to him?
It sounds good except for the "sliding" aspect, which sounds like you'd need to recalculate the adds (and shock?) for each person using it.
And would the device be more useful to someone with less of a total skill check than Fred? Let's say he loans it to Clueless Joe (he played baseball before the invasion ;) ), who has a PER of 7 and no adds in Evidence Analysis
