Personally, if going with the road that Kansas Jim suggested, I'd say
work it just like plus rated items normally work. The gadget gives its
bonus (+2 in our example) up to its maximum value (15 here.) That way,
just like with other plus rated items, you can apply boosters to
either the bonus or the maximum value. Which would mean that no,
Clueless Joe would not gain any greater benefit from it.
