Right, I forgot Terra double penalized boosters, shock damage and DN
increase. On top of that they restricted compensators to only one per
system. Not that the Nile rules do us any better, we only have one
booster so we can only have one compensator....

I suppose here what I would do is switch the compensator to negating
the DN penalty. The shock damage I'd call "wear and tear" on the
magnifying glass, if the shock damage accumulates to equal the Housing
TOU I'd say he has to spend a minute cleaning the lens and tightening
the frame up before he can use it again (ie, one minute of disuse to
clear all shock damage as described in the Terra rules.)

No, that was why I specified "at the time of construction", once it's
been built it is locked in at those values. Even if Fred increases his
skill or loans it to someone else with a different skill value it always
functions at +2/max 15.

Now if Fred goes to modify the magnifying glass after he's raised his
skill value, that does affect things. For example, if he later on wants
to add a booster to the max value and this is after he's bought another
add in Evidence Analysis his "plus tool" rating is now a +3/16 instead
of the +2/15 of the original attempt. (And of course he's now got
modifiers to the DN based on the booster and compensator already on the
glass.)
